Used Car Dealer Insurance California
Start Your Dealer Quote
If you hold a California used car dealer license, the $50,000 DMV bond is not insurance. The bond protects the public from you. Garage liability, dealer open lot coverage, and correctly written test drive coverage are what protect you, and most small dealers we review are missing at least one of the three.
Redline Insurance Agency is an independent brokerage in North Hollywood that places commercial insurance for used car dealers across California. Garage liability, dealers physical damage, workers compensation, commercial property, and the DMV bond itself. Michael Canepa is the principal broker, CA license 0H75788.

Who pays when a customer crashes on a test drive?
The test drive claim is the defining exposure of the used car business. A customer takes a car out, causes an accident, and the injured party comes after the dealership, because the dealership owns the vehicle and carries the commercial policy.
Whether your policy responds, and at what limit, depends entirely on how customer permissive use is written. Some dealer policies cover customers at full policy limits. Some drop customers to the California minimum. Some exclude them and lean on the customer's own personal auto policy, which may be minimum limits or may deny the claim outright.
Three things to check on your current policy today. Are customers covered as permissive users, and at what limit? Does coverage follow the dealer plate, or the vehicle, or neither? Do you have a signed test drive agreement and license copy process, and does your carrier require one?
If you cannot answer those from your declarations page, send it to us and we will read it for you at no charge.
What does a used car dealer actually need?
Five pieces carry a dealer operation. The bond gets you licensed. The rest keep you in business.
Garage liability
The base liability policy for a dealer. It covers bodily injury and property damage arising out of your operations, including the auto exposure that comes with moving inventory, running dealer plates, and putting customers behind the wheel. A standard general liability policy or a BOP is not a substitute, because neither is built for the auto exposure that defines a garage risk.
Dealer open lot
Also called dealers physical damage. This is coverage for your own inventory, the asset your whole business sits on. Theft, vandalism, fire, weather, and collision, on the lot and while a vehicle is driven for dealership business. Catalytic converter theft alone has made this coverage earn its premium across Southern California lots.
The DMV bond
$50,000 for a retail used dealer, $10,000 for a wholesale only dealer. You pay an annual premium, typically a few hundred to around fifteen hundred dollars depending on credit. We place bonds alongside the insurance so the whole licensing package comes from one desk.
Workers compensation
Required the moment you have an employee, and California treats most lot staff as employees no matter what the paperwork says. Salespeople, porters, a detailer you pay cash. Classification drives rate, and dealer operations are commonly misclassified.
Commercial property
Your office, your signage, your lot improvements, cameras, and fencing. Smaller than the other exposures for most dealers, and often bundled, but a fenced corner lot with lighting and cameras also prices better on the open lot side, so the two conversations belong together.
What else do dealers get wrong?
Running on the bond instead of insurance
A surprising number of small dealers carry the bond, because the DMV checks, and nothing else, because nobody checks until the claim. The bond pays consumers for dealer misconduct and the surety then collects from you. It is a licensing tool, not a safety net.
Floor plan requirements
If you finance inventory, your lender requires dealers physical damage with the lender listed, at specific limits and deductibles. Letting that coverage lapse can default the floor plan even with no loss. We match the policy to the lender letter so the audit never finds a gap.
Dealer plate misuse
Dealer plates on a personal errand, on an employee's commute, or on a loaner to a friend creates exposure your policy may not contemplate and the DMV actively investigates. Plate discipline is cheap. A denied claim on a misused plate is not.
Repos and buy here pay here
In house financing adds a repossession exposure, a wrongful repo liability question, and collateral on the street. Some carriers will not touch it, and the ones that do need it disclosed up front. A carrier that finds out at claim time has grounds to contest.
Title and paperwork errors
Odometer statements, title transfers, and DMV paperwork mistakes are where bond claims actually come from. Good process protects the bond, and a clean bond history keeps both the bond premium and the insurance conversation easy at renewal.
How much does used car dealer insurance cost in California?
Most small California used car dealers pay between roughly $3,500 and $12,000 a year for garage liability, before open lot coverage. A wholesale only dealer with no retail lot typically lands between $2,500 and $5,000. Dealer open lot runs on top, commonly rated in the range of 1 to 2.5 percent of average inventory value per year. California market ranges, last updated October 2026.
Price only means something next to limits, so here is the structure a retail lot typically needs.
- Garage liability. $1,000,000 per occurrence, $2,000,000 aggregate, with customer test drive coverage confirmed in writing.
- Dealer open lot. A limit matched to your real inventory value on your heaviest day, with a per vehicle maximum that fits what you actually stock.
- DMV bond. $50,000, placed separately with a surety.
What actually moves your number.
- Inventory value and unit count. The primary driver on the open lot side.
- Lot security. Fencing, lighting, cameras, and whether vehicles are keyed and parked blocked in overnight.
- Test drive volume and process. A documented process prices better than keys over the counter.
- Financing model. Cash lot, floor plan, or buy here pay here are three different risks.
- Loss and bond history. A prior bond claim or license discipline changes the conversation entirely.
What makes a dealer hard to place?
Straight answer, so you are not surprised.
- Salvage or rebuilt title inventory as a core part of the business.
- Buy here pay here with in house repossession.
- A prior bond claim or DMV license discipline.
- No workers comp in force while running lot staff.
- An unfenced lot in a high theft corridor with no cameras.
- A gap in coverage, even a short one.
None of these are automatic declines. They change which carriers will look at you, which is exactly what an independent broker is for. What does hurt you is not disclosing them, because a carrier that discovers a material fact after binding can rescind the policy back to day one.
Who is Redline?
I am Michael Canepa. I built Redline because I am a car guy first, and because I kept seeing dealers sold a bond and a bare minimum policy by agents who never asked how many cars sit on the lot on a Friday night.
I read your declarations page before I quote anything. I tell you what your current policy actually does and does not do, including when it is fine and you should keep it. I work with admitted carriers and surplus lines wholesalers across California, so you get more than one option and you get told why one is better than the other.

Common questions
Does a California used car dealer need insurance, or is the $50,000 DMV bond enough?
The bond alone is not enough. The $50,000 surety bond is a DMV licensing requirement that protects consumers, not you. It does not pay for a liability claim, a test drive accident, or damage to your inventory. Operating a lot, running dealer plates, and satisfying a floor plan lender or landlord all require actual insurance, starting with garage liability.
Is the dealer bond the same as insurance?
No. The bond is a three party guarantee between you, the DMV, and a surety company. If a consumer claim is paid on the bond, the surety comes to you for reimbursement, so a bond claim is effectively a debt, not coverage. Insurance transfers risk away from you. A dealer needs both, and they solve different problems.
Am I covered when a customer test drives one of my cars?
Only if your garage liability policy is written to cover customers as permissive users, and many dealer policies limit that coverage to the state minimum or exclude it. In California the dealer's policy is frequently the target after a test drive accident regardless of what the customer carries. Ask specifically how your policy treats customer drivers before you hand over the keys.
What is dealer open lot coverage and do I need it?
Dealer open lot, also called dealers physical damage, covers your own inventory against theft, vandalism, fire, weather, and collision while it sits on your lot or is being driven for dealership business. If you own your inventory outright and could not absorb losing several units in one night, you need it. If you floor plan, your lender almost always requires it.
Do I need workers comp if my salespeople are 1099?
Calling a salesperson or lot porter a 1099 does not make them one under California law. If they work your hours at your lot under your direction, the Labor Commissioner and a workers comp auditor will both treat them as employees. An uninsured injury claim from a misclassified worker is one of the most expensive mistakes a small dealer can make.
How fast can you get me a quote?
Send your current declarations page if you have one, your DMV license number, your average inventory value and unit count, and your payroll figures, and we can usually come back within a few business days. If you are up against a renewal date or a floor plan deadline, say so and we will work backward from it.
